Description of ASTM-D8651 2025

ASTM D8651-25

Active Standard: Standard Specification for Undenatured Fuel Ethanol

ASTM D8651

Scope

1.1 This specification covers nominally anhydrous undenatured fuel ethanol. This material is normally used as a blendstock in fuel and other industry recognized applications where there are no regulatory requirements to add a denaturant to avoid beverage regulation and taxation. Product meeting this specification has no denaturant intentionally added. This product is suitable for fuel applications such as ASTM Specifications D4806, D4814, D5798, D7794, D8076, E3237 and E3050. The material may be also used as a fuel in engines and vehicles specifically equipped for its use. The significance of each of the properties in this specification is shown in Appendix X1.

1.1.1 This product is not intended for food or beverage applications.

1.1.2 Other applications for this product are under appropriate jurisdictions and regulatory authorities at point of use.

1.2 This product varies from Specification D4806 due to the absence of the intentional addition of a denaturant. Product meeting this specification may be mixed with denaturants to meet jurisdictional requirements.

1.3 Jurisdictions may vary in their regulatory requirements for undenatured fuel ethanol. This product may be subject to additional regulatory oversight. The user is advised to check with the national and regional regulatory agencies where the undenatured fuel ethanol may be used.

1.4 The values stated in SI units are to be regarded as standard.

1.4.1 Exception—Values given in parentheses are provided for information only. Non-SI units are shown in Appendix X1 if they are in a direct quotation from government regulations.

1.5 The following applies to all specified limits in this standard: For purposes of determining conformance with these specifications, an observed value or a calculated value shall be rounded “to the nearest unit” in the right-most significant digit used in expressing the specification limit, in accordance with the rounding method of Practice E29. For a specification limit expressed as an integer, a trailing zero is significant only if the decimal point is specified. For a specified limit expressed as an integer, and the right-most digit is non-zero, the right-most digit is significant without a decimal point being specified. This convention applies to specified limits in Table 1.

1.6 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.

1.7 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
